90 / 9+0=9
99 / 9+9 =  ????
108 / 1+0+8=9
117 / 1+1+7=9
126 / 1+2+6=9
...

If you mean the sum of the digits of the quotient equals an integer multiple of F, then as far as I know the equivalent is necessarily true with any numbering base.

Binary:
            1*1=1
            1*111=111

(A trivial case of course.)

Octal:   7*7=61
            7*17=151
            7*1234567=11111101
            7*7654321=66666667

Base5:  4*4=31
            4*7=53

Base35:  Z*Z=Y1

I don't know how a proof of it might be stated, although I don't think it could not be the case in any 'Arabicish' numbering system.

That's why I said eventually. With Hex it is F then 1E then 2D... etc. And Wonderer is correct, it applies to them all as far as I know. I just find base 10 and Hex to be the most interesting.

Design? Don't be silly, it's a pure coincidence. Here is Atheist Bertrand Russell utterly in awe of the pure coincidence of mathematics:
